Who does the work

Within the agreed scope, DEP helps refine the plan, brings together relevant development experts, identifies appropriate providers, obtains and compares proposals, recommends options, and coordinates execution. Experts and providers contribute technical strategy and deliver their scoped work. The sponsor retains ownership and agreed decision rights.

Engagements define DEP’s authority, reporting cadence, escalation points, and who approves spending and contracts. Any broader leadership role requires a separate review of scope, capacity and responsibilities before commitment.
